As Managing Partner of the firm, Justin Hoy leads the practice with a focus on real estate, estate administration, and business law. For more than a decade, Justin has worked with individuals, businesses, and financial institutions in complex transactional and administrative matters across Maryland and the District of Columbia.
Justin’s practice is distinguished by his attention to detail, strategic approach, and commitment to delivering efficient, results-oriented counsel. He advises clients on a wide range of real estate matters, including acquisitions, dispositions, financing, and title issues, and guides estates through all phases of probate and administration. In business law, he counsels clients on entity formation, governance, and contractual relationships to support long-term growth and compliance.
Justin is a graduate of the University of Baltimore School of Law. Prior to law school, Justin attended and graduated Endicott College. Just is admitted to practice in Maryland, District of Columbia, and U.S. District Court for the District of Maryland.
In his free time, Justin enjoys spending time with his family, traveling, coaching his daughter, and playing golf, soccer, and hockey.

Genna Hoy, esq. provides supervisory leadership and marketing strategy within Hoy & Hoy Law. Her legal specialties include real property law with knowledge of mortgage laws, title and escrow, contract negotiations, foreclosure, and bankruptcy.
Genna’s professional experience history includes civil and administrative government law and medical benefits law as well as proficiency in appellant writing at a federal level. She is well versed in providing professional development and training, ranging from executive leaders to judges/attorneys to administrative staff. She additionally has experience in managing continuing education courses and requirements across multiple jurisdictions as well as creating and executing comprehensive training courses for a wide range of subject matters for both small groups to events with hundreds of attendees.
Genna earned her undergraduate degree from Towson University and her Juris Doctorate from University of Baltimore School of Law, where she graduated cum laude. While in law school, she worked full time at a national real estate law firm and at the United Stated Attorney’s Office; was a Teaching Assistant for doctorate level courses which included Legal Research and Writing and Advocacy courses; and was a student attorney in the Veteran’s Advocacy Clinic. She is admitted to practice law in the state of Maryland.
Outside of the firm, Genna is engaged as a member and leader in local, state, and national organizations. She is a member of the Board and is a fundraising committee member for Empower4Life; the founder and co-chair of a working parents/caregivers group; and is a member of the Maryland State Bar Association (MSBA) and spent many years on the executive committee for the Young Lawyers Section. Genna has received multiple awards and recognitions, to include two Annual Servant Leader Awards, a ‘Kilroy’ Above & Beyond Award, a Special Contribution Award, several Writing Awards, a Citation for Service, a Pro Bono Challenge award, and Excellence in Leadership award.
When she is not working, Genna enjoys traveling with her family, volunteering at her daughter’s school, coaching youth lacrosse, and running with the Harford County Running Club and in races benefiting local charities.

Donald Waldron is an estate planning attorney at Hoy and Hoy Law Firm, where he helps individuals and families prepare for the future and protect their legacy with clarity and compassion. His practice focuses on wills, trusts, and deeds, offering personalized guidance to ensure that each client’s wishes are honored and their loved ones are cared for.
Donald earned his undergraduate degree from SUNY Plattsburgh and went on to receive his Master’s Degree from New Mexico State University, graduating magna cum laude. He later earned his Juris Doctor from the University of Baltimore School of Law, where he graduated magna cum laude.
Before pursuing a career in law, Donald served as a Baltimore City Detective for eight years, an experience that shaped his commitment to integrity, problem-solving, and public service—values that continue to guide his legal practice today.
