As the Managing Partner of Hoy and Hoy Law, Justin Hoy oversees the firm's legal operations while maintaining a robust practice focused on real estate law, estate administration, and business law. For over a decade, he has represented individuals, businesses, lenders, and fiduciaries in complex transactional and administrative matters throughout Maryland and the District of Columbia.
Justin is known for his meticulous attention to detail, practical problem-solving skills, and commitment to delivering efficient, client-focused legal counsel. His real estate law practice encompasses residential and commercial transactions, acquisitions and sales, financing matters, title issues, and settlement services. In the area of estate administration, including wills and trusts, he guides personal representatives and families through every stage of the probate process, helping them navigate legal obligations with clarity and confidence.
Justin also advises business owners on a wide range of business law matters, including entity formation, governance, contract negotiation, and operational compliance. By combining strategic legal guidance with a practical understanding of business objectives, he helps clients build strong foundations for long-term success.

Genna Hoy provides supervisory leadership and strategic marketing direction for Hoy & Hoy Law while maintaining a strong legal focus on real estate law and related matters. Her practice encompasses real estate law, mortgage and lending issues, title and escrow matters, contract negotiations, foreclosure proceedings, and bankruptcy-related issues, as well as aspects of business law and wills and trusts. Through her extensive legal and leadership experience, Genna employs a practical, solutions-oriented approach to help clients navigate complex legal challenges.
Before joining Hoy & Hoy Law, Genna developed a diverse legal background spanning civil and administrative government law, medical benefits law, and federal appellate advocacy. She has substantial experience drafting persuasive legal briefs and administrative decisions, and she has successfully managed legal matters involving complex statutory and regulatory frameworks.
In addition to her legal practice, Genna is highly regarded for her expertise in professional development and training. Throughout her career, she has designed and delivered educational programs for executive leaders, judges, attorneys, and administrative professionals. She has overseen continuing legal education and professional certification programs in various jurisdictions and developed comprehensive training initiatives, from small-group workshops to large-scale conferences attended by hundreds of participants.
Genna earned her Bachelor’s degree from Towson University and her Juris Doctor from the University of Baltimore School of Law, graduating cum laude. During law school, she worked full-time at a national real estate law firm and the United States Attorney’s Office. She also served as a Teaching Assistant for doctoral-level Legal Research and Writing and Advocacy courses, as well as representing clients as a student attorney in the Veterans Advocacy Clinic.
Beyond her legal practice, focusing on real estate law, business law, and wills and trusts, Genna is deeply committed to community service and professional leadership. She serves on the Board of Directors and fundraising committee for Empower4Life and founded and co-chairs a working parents and caregivers organization. An active member of the Maryland State Bar Association, she spent several years serving on the executive committee of the Young Lawyers Section.
Her dedication to service and leadership has been recognized through numerous honors, including two Annual Servant Leader Awards, the Kilroy Above & Beyond Award, a Special Contribution Award, multiple Writing Awards, a Citation for Service, a Pro Bono Challenge Award, and an Excellence in Leadership Award.
When she is away from the office, Genna enjoys traveling with her family, volunteering at her daughter’s school, coaching youth lacrosse, and running with the Harford County Running Club. She regularly participates in races that support local charitable organizations and community initiatives.

Donald brings a unique combination of law enforcement experience, litigation expertise, and estate planning knowledge to every client he serves. Before becoming an attorney, Donald proudly served as a Baltimore City Police Detective, where he spent years investigating complex cases, gathering facts, and helping individuals navigate some of life's most challenging circumstances. His time in law enforcement instilled in him a deep appreciation for preparation, problem-solving, and protecting the interests of others.
Following his transition into the legal profession, Donald served as counsel with the federal government, where he successfully litigated more than 300 administrative hearings. Through this experience, he developed a strong foundation in advocacy, legal analysis, negotiation, and strategic planning while representing clients in high-stakes matters.
Today, Donald focuses his practice on estate planning and business law, helping individuals, families, and business owners protect what matters most. He understands that estate planning, including wills and trusts, is about more than documents—it is about preserving legacies, protecting loved ones, and ensuring that clients' wishes are honored. Drawing upon his diverse professional background and real-world experience, Donald takes a client-centered approach to every matter, carefully listening to each client's goals and concerns before developing personalized solutions tailored to their unique needs.
